Council approvals generally include two parts; Development Application (Planning application) and a Building Application.
The Development application largely pertains to matters outside your tenancy and how your business will affect the community and surrounding businesses. This can include shopfronts,signage, parking, hours of operation, waste management and fire hazards, etc. If the property is heritage listed, any proposed changes to the building façade are also addressed in this application.
Once the development application is approved, the building application can be lodged.This application mainly deals with the building interior and access/egress from the building. Proposed plans are reviewed to ensure they comply with all local codes and regulations. This process has recently been streamlined with the use of independent surveyors. Once a surveyor has certified a set of drawings, the council has 10 days to assess the application.
If the new business will be preparing and selling food, the Health Department will also need to assess the proposed plans and equipment for compliance. These requirements mostly pertain to food prep equipment, exhaust hoods and kitchen materials (floor/ wall surfaces).
